Is Viera a city, and who governs land use there?
Viera is an unincorporated community, so Brevard County rather than a city council handles its zoning, permits and code enforcement.
Viera does not appear on the Brevard County Supervisor of Elections list of municipal officials, because it is not one of the county's incorporated cities. Brevard County describes itself as home to 16 municipalities and serves the unincorporated areas outside them.
For Viera property, that means building permits, plan reviews, code enforcement and local roads are county services. Rezonings and variances go to county boards rather than a city board.
Parts of Viera also sit inside special districts such as the Viera Stewardship District and the Viera East Community Development District, which fund and maintain community infrastructure. Those districts do not replace county zoning.
