Titusville City Council Item 8.A: FY27 Road Resurfacing Program and Street List on October 27

The Titusville City Council will meet on Tuesday, October 27, 2026, at 6:30 p.m. to consider the city's annual road resurfacing and reconstruction program for fiscal year 2027. Consent agenda item 8.A asks the Council to approve the use of Brevard County Contract B-6-23-70 for Paving Services and Asphaltic Concrete. The vendor is VA Paving Inc. of Cocoa, and the amount is $1,181,849. The staff report lists 30 street segments for the work. The Public Works Department prepared the item, and the City Manager's report recommends approval.

What Item 8.A Would Approve

The staff report states that the fiscal year 2027 adopted budget provides $1,320,000 for the annual road resurfacing program. The Public Works Department identified priority streets in need of resurfacing and two in need of reconstruction. The report does not say which two streets are the reconstruction projects.

The city asked the current Brevard County contract holder, VA Paving, for a quote. VA Paving responded with a quote of $1,181,849 to complete the annual work. That is $138,151 less than the amount in the budget. The report marks the item as budgeted.

The report gives one alternative. The Council could choose not to use the Brevard County contract and bid the work locally. The report states that approving the item allows the resurfacing program to be awarded earlier in the new fiscal year.

The Brevard County Paving Contract

Brevard County awarded Bid No. B-6-23-70 on August 31, 2023. The notice of award in the packet lists three awarded vendors. They are Goodson Paving of Cocoa, Preferred Materials, Inc. of Kissimmee, and V.A. Paving, Inc. of Cocoa. A fourth bidder submitted no bid. The award amount is listed as $12,000,000 a year, marked as an estimate only. The first term ran from August 31, 2023, to August 30, 2024, with renewal options.

A county letter dated July 9, 2026, notified VA Paving of the intent to renew the contract under the same terms, prices, and conditions. The renewal period runs from August 31, 2026, to August 30, 2027. VA Paving checked the box agreeing to renew.

The packet also includes a piggyback letter between the City of Titusville and V.A. Paving, Inc. dated October 27, 2026. It states that the city and the company consent to the use of the county contract under the city's procurement regulations. All services would follow the terms of the county contract, with some changes. References to Brevard County would be replaced with the City of Titusville. The city would be named as an additional insured. The letter also states that funding for future fiscal years is limited to the amount approved in the adopted city budget for each year. The signature lines are blank in the packet.

Asphalt Prices Under the Contract

The 2023 bid tabulation in the packet lists unit prices for each bidder. VA Paving bid $113.22 per ton for SP-9.5 road paving and $109.45 per ton for SP-12.5 road paving.

A county letter dated September 21, 2026, gave notice of price adjustment number 4. The letter states that the county's review of the Producer Price Index and the Florida Department of Transportation asphalt index shows that prices decreased. The attached table shows a decrease of 7.55 percent and a price adjustment of $3.20 per ton. Under the new prices, SP-9.5 road paving went from $119.62 to $116.42 per ton. SP-12.5 road paving went from $115.85 to $112.65 per ton. The letter states that the changes took effect on September 15, 2026.

Other Road and Drainage Items on the Same Agenda

Two other Public Works items appear on the October 27 consent agenda. Item 8.D asks the Council to confirm an emergency purchase order of $397,671 to Masci Corporation. The staff report states that a major water main break occurred at the intersection of Garden Street and southbound US 1 on Monday, October 5, 2026, at about 2:30 p.m. It states that roadway restoration was completed by the morning of Friday, October 9, 2026. The item also asks the Council to approve a budget amendment.

Item 8.C asks the Council to authorize a ditch clearing project from Cherrywood Lane to State Road 405 by SDV Services Inc. The staff report describes about 4,000 linear feet of ditch that serves residential areas. The item also includes a budget amendment.

The October 27 Meeting

The agenda states that any person who decides to appeal a City Council decision will need a record of the proceedings. That person may need to make sure a verbatim record is made. The agenda also states that, under section 286.26, Florida Statutes, a physically handicapped person who wishes to attend should submit a written request to the chairperson at least 48 hours before the meeting.

The staff report and its attachments are in the city's October 27 agenda packet. The City Council will consider approving the use of Brevard County Contract B-6-23-70 with VA Paving Inc. for $1,181,849 to complete the annual road resurfacing and reconstruction program. The City Council meets Tuesday, October 27, 2026, at 6:30 p.m. in the Council Chamber at City Hall, 555 South Washington Avenue, Titusville.
