How does a Satellite Beach homeowner pull an owner builder permit?
Satellite Beach owner builders must appear in person to sign the permit and disclosure statement, and they take on full responsibility for code compliance.
Florida law lets owners act as their own contractor on their primary residence, according to the Satellite Beach permit information page. The owner must appear in person to sign the building permit and the Owner Builder Disclosure Statement, and the same plans required for a contractor permit apply.
Under section 489.103, Florida Statutes, the exemption covers owners who personally supervise work on one or two family homes for their own use. A sale or lease, or an offer to sell or lease, within 1 year after completion creates a presumption that the work was done for sale or lease.
The city notes that an owner builder may become an employer for workers' compensation and FICA purposes, and that homeowner's insurance typically does not cover injuries to unlicensed workers.
