Is Merritt Island a city, and who handles zoning there?
Merritt Island has no city government of its own, so Brevard County commissioners and county boards decide its zoning, permits and code matters.
Merritt Island is not among the incorporated cities on the Supervisor of Elections municipal officials list. Brevard County describes itself as home to 16 municipalities and provides building permits, code enforcement, road maintenance and utilities to unincorporated areas like Merritt Island.
Rezoning requests in unincorporated Brevard go through at least two public hearings, according to the county's Rezoning Process page. The Planning and Zoning Board, acting as the Local Planning Agency, makes a recommendation and the Board of County Commissioners makes the final decision.
North Merritt Island adds one more layer, with an elected advisory board that reviews requests in that district in place of the county Planning and Zoning Board.
