How was the Downtown Cocoa Beach CRA created?
Cocoa Beach voters approved a downtown redevelopment agency in 2008, and the City Commission formally created it in 2009 and serves as its board.
On January 29, 2008, Cocoa Beach voters authorized a Downtown Cocoa Beach Community Redevelopment Agency under Section 6.06 of the city charter, according to the city's CRA page. Brevard County delegated the needed powers to the city by County Resolution 08-128 on May 29, 2008.
After a July 2009 Finding of Necessity, the City Commission adopted Resolution No. 2009-28 on November 19, 2009, establishing the agency. The City Commission serves as the CRA Board, and no separate advisory board exists.
Redevelopment agencies are funded through a trust fund that receives tax increment under section 163.387, Florida Statutes. In Cocoa Beach, the downtown parking garage has been a major focus.
